How do you create a navigation bar with CSS?

I just read 3 books on HTML & CSS and none of them deals with navigation bars very effectively. I am building a business website and want to create both a top naviation bar and a right-hand one…attractive-looking ones, like the kind you’d find on Yahoo, Yahoo Answers, or any other major website. With tab buttons and such, not just a column or row or links (yuck!) Any help?

There are a lot of ways to do this (of course, it’s more of an art then a science, once you learn how). Here’s a website to learn the basics:
